Core Governance Principles

  • • HolyCode remains a community and philosophy: strategic goals are not immutable and may be changed through transparent DAO voting.
  • • Investors and members vote in one governance model with explicit quorum and threshold rules.
  • • Any mission, treasury-allocation, token-policy, or protocol change must pass a formal proposal lifecycle.
  • • Execution is subject to mandatory reporting and audit trails in DAO public channels.

Voting Process

  • • Draft: proposer submits objective, KPI, and treasury impact.
  • • Review: HolyChat discussion and risk validation by council roles.
  • • Vote: on-chain/off-chain vote under proposal-class rules.
  • • Execute: after timelock, delivery runs via HolyBuild/HolyAgent.
  • • Report: final KPI and spending report published in DAO feeds.

Initial Goal Mutability

The current initial goal (HolyAgent-first ecosystem rollout) is a starting state. DAO and investors can update it through Mission/Charter proposals with elevated quorum and threshold.

Investor Rights and Influence

  • • Investors vote under vesting/unlock constraints and anti-concentration guardrails.
  • • High-impact decisions (mission, emission, treasury policy) require elevated governance thresholds.
  • • Every accepted proposal must include transparent execution and KPI tracking.
  • • Conversion of DAO investor instruments into public tokens is defined in the White Paper.
